Willis, a WTW business, has named Trevor Madden Head of Captive and Insurance Management Solutions for Asia Pacific, starting November 1, 2026. Madden will be based in Singapore, where he’ll take over the region’s captive and insurance management business from Joyce Chua, who is leaving the company to pursue personal priorities.
He moves over from Willis’ captive management operation in Dublin, Ireland, where he’s held a string of senior leadership roles since 2003, most recently Managing Director. Madden brings more than 35 years in international insurance and reinsurance, with deep experience in captive management, underwriting, regulatory governance, risk management and business development, and has led teams responsible for captive insurers and reinsurers across multiple jurisdictions.

Christopher Lindsey, Managing Director for Risk & Analytics, Asia, described the move as part of Willis’ broader investment in the region. “By combining our market leading Risk and Analytics capabilities with deep captive expertise, Willis is well positioned to help clients in Asia design captive solutions that deliver greater clarity, resilience and cost efficiency,” he said.
Carter also praised Chua for strengthening Willis’ market presence and deepening client relationships across Asia Pacific during her time in the role, and wished her well in what comes next.
Herald View: On the surface, this is a routine captive appointment, but the signal underneath is worth noting. Willis is betting that Asia Pacific captive formation will keep accelerating, enough to justify bringing in 35 years of Dublin captive expertise rather than promoting from within the region. The real test is whether Madden’s mandate produces new captive domiciles or product launches within his first year, not just a new name on the org chart.
